In Edit Product -> Miscellaneous tab, you could find "Sort Order" field where you could assign a number to the product. The number defines the order that products are displayed when user browse into the category. The smaller the number assigned the higher priority the product is displayed. If you have featured products defined, those featured products are already displayed first. There is also a "Sort Order" field in Categories tab where you could adjust the order that featured products are displayed.
